چکیده

We examine incentive-compatible mechanisms for fair financing and efficient selection of a public budget (or public good). A mechanism selects the level of the public budget and imposes taxes on individuals. Individuals’ preferences are quasilinear. Fairness is expressed as weak monotonicity (called scale monotonicity) of the tax imposed on an individual as a function of his benefit from an increased level of the public budget. Efficiency is expressed as selection of a Paretooptimal level of the public budget. The budget deficit is the difference between the public budget and the total amount of taxes collected from the individuals. We show that any efficient scale-monotonic and incentive-compatible mechanism may generate a budget deficit. Budget-Balanced and Nearly Efficient Randomized Mechanisms: Public Goods and beyond

Many scenarios where participants hold private information require payments to encourage truthful revelation. Some of these scenarios have no natural residual claimant who would absorb the budget surplus or cover the deficit. Faltings [7] proposed the idea of excluding one agent uniformly at random and making him the residual claimant. Based on this idea, we propose two classes of public good m...

Optimal VCG Mechanisms to Assign Multiple Tasks∗

We develop optimal VCG mechanisms in order to assign identical economic “bads” (for example, costly tasks) to agents. The optimal non-deficit VCG mechanism achieves asymptotic budget balance, yet the non-deficit requirement is incompatible with reasonable welfare bounds. If we omit the non-deficit requirement, individual rationality greatly changes the relationship between burning a budget surp...

Optimal Government Budget Allocation According to Aggregate Welfare using Generalized Method of Moments

How should the government budget be allocated to public education, higher education, health, transportation, IT, energy, or indirect public services including expenses on laws and regulations, business governance, and tax reforms. We examine data between 1989 and 2019 of public spending and their outcomes for each affair and title. The results show that despite that number of students declined ...
